Rovers had further reason to feel aggrieved early in the second half when they had a strong penalty claim waved away after Paul Hanlon went down under a challenge from Josh Reid.
On a night when clear-cut chances were at a premium, Raith goalkeeper Joshua Rae then had to make a couple of excellent saves to keep out headers from player/manager Brian Graham and Robbie Crawford.
The result keeps the fourth-placed Jags firmly on course for a play-off spot, although Rovers have a game in hand over their hosts.
