Any applicant must adhere to the criteria outlined by Offaly County Council to be eligible
Offaly County Council is seeking expressions of interest from developers to provide turnkey social housing.
Anyone interested must be of interest to the council through the criteria they have set for the submission progress. This includes the property being close to services within an urban settlement/town/village and within walking distance of shops, schools and other local amenities.
The housing design and construction standards of any submitted properties must meet the requirements of all relevant statutory planning and building control requirements.
Offaly County Council currently has a number of households on its social housing waiting list but is seeking to increase the number of social housing units being brought into use.
The council are also interested in proposals involving the purchase and renovation of derelict or vacant properties by applicants. It is their objective to ultimately create sustainable communities by encouraging a mix of social and private housing.
The council will particularly welcome proposals for turnkey housing developments within areas of demand which do not currently have a concentration of social housing.

The accommodation which is required across the county is predominantly one and two bedroomed units which make up 76.8% of the total breakdown of unit types desired.
There are also a number of families which require ground floor accommodation in four and five bedroomed units with the majority of these cases located in Tullamore, Edenderry, Clara, Ferbane and Birr.
The council says that any proposers must abide by all regulations in areas such as Irish legislation, conflict of interest and confidentiality in order to be considered.

A two-stage process will be applied to any submissions and proposals received by Offaly County Council where they will decide if the properties are feasible and appropriate to advance in the evaluation procedure.
The second stage of the process will then focus on a number of detailed factors for each submission which include current housing needs in the area, value for money, delivery timescale and compliance with employer's requirements.
