Offaly County Council is set to carry out significant refurbishment and maintenance works on 35 homes across its housing stock.

About 30 of the properties will undergo major upgrades, including external wall insulation, new plumbing and rewiring, as well as replacement windows and doors. Chimneys will be sealed, heat pumps installed, and new kitchens, bathrooms and internal doors fitted. Boundary fencing will also be erected.

The remaining homes will see more routine works, such as servicing or replacing gas and oil boilers, upgrading bathrooms and kitchens, topping up attic insulation, carrying out electrical checks, installing alarms, repainting, and general repairs. External clean-ups and fence repairs will also be included where needed.

Most of the properties willl be vacant, though some work will take place in occupied homes.

The Council is currently seeking tenders and plans to establish a Framework Agreement under a Term Maintenance and Refurbishment Works Contract. The agreement will cover pre-let repairs and refurbishment across the county’s housing stock.

Under the framework, 12 contractors and five reserves will be appointed, ranked by lowest price and subject to qualification through the Suitability Assessment Questionnaire. When a property becomes available for repair, Council staff will inspect it, prepare a works list, and apply framework rates to determine the lowest cost option—without further consultation with contractors.

The refurbishment programme forms part of Offaly County Council’s ongoing efforts to improve the quality and energy efficiency of its housing stock, ensuring homes are safe, modern and ready for new tenants as they become available.
