Proposal to modify large scale housing development in Tullamore deemed invalid

A PROPOSAL to modify a large scale residential development in Tullamore has been deemed invalid by the local planning authority.

The massive scheme which was granted planning permission in August 2023, is located at Collins Lane. It consists of 102 dwelling houses, 24 apartments and a childcare facility/creche.

The original application was made up of 2, 3 and 4 bedroom houses, over two and three stories, in a mix of terraced, detached and semi-detached units. The apartments are two storey with one and two bedrooms.

Bin/recycling stores and bicycle shelters are proposed for the apartments. The development also includes a single-storey, childcare facility/creche containing pre-school and after-school facilities with associated, on-site parking, bicycle shelter, bins/recycling stores and amenity/play areas.

The applicants are now seeking to modify the houses and are proposing changes to some of the residences from four bedroom to three bedrooms and some three bedroom residences to four bedrooms within the site.

Offaly County Council has said the application is invalid and cannot be considered by the planning authority.

The applicants – Collins Lane Housing Development Ltd are requested to remove any site notices erected in respect of their latest application. They are also asked to clarify the type of planning permission being sought as not indicated on the public notices. In addition they are requested to submit the proposed source of water supply and the proposed wastewater management treatment system to be used in the development. Furthermore the planning authority points out that the floor area for each unit has been omitted.

Meanwhile, construction is well underway at Collins Lane and some of the houses facing onto the road are being plastered this week.

Vehicular access is to be provided off the existing roundabouts (on the north-south link road between Collins Lane (R443) and the Educate Together School), one by the continuation of the existing road serving the Jehovah Witness Hall site, one by a new roadway from the central roundabout (through the neighbourhood centre zoned site).

A new vehicular entrance serving the development is also being developed off the R443, Collins Lane. An internal link road through The Hawthorns housing estate to the north of the site will be constructed.

Works include all new estate roads, boundary treatments, public open space serving the development including amenity/play areas, landscaping, pedestrian, cycle facilities and landscaping along the R443. Waste and surface water services are incorporated as are the under-grounding of overhead power lines and ground-mounted transformers, related and ancillary services and all associated site-works.
