THE decision of Offaly County Council to return the bring bank facility to the ball alley car park in Tullamore from last Thursday has been welcomed by Independent councillor, Sean O' Brien
"This bring bank was removed by the council due to the persistent littering and dumping by a minority of people at this bring bank.
"People were leaving bags, boxes and their domestic waste here on a regular basis. Both the council staff and Tidy Towns volunteers had to clean up this waste every other week. At the time regulations did not permit the use of CCTV to identify the culprits and thus the council decided that the only option was to remove the bring bank.
"The Tidy Towns judges visited this area and deducted points due to the dumping" outlined Cllr O' Brien, who is also the Tidy Towns Treasurer and Volunteer.

"New regulations now allow the council to install CCTV for the purpose of identifying people who litter and dump materials at the bring bank and they will be prosecuted and fined. I am hoping that new CCTV will be installed at a number of locations to identify that small group of individuals who constantly destroy our area and county with illegal dumping.
"I am also encouraging people not to litter or dump illegally and to report those who they know are involved in this. Our Tidy Towns volunteers are out almost every day collecting litter and only for them our area would be heavily littered," concluded Cllr O' Brien.
