Former Offaly library being refurbished as new community space

THE refurbishment project on the Old Library in Shinrone is continuing.

In giving an update on the ongoing redevelopment, Offaly County Council noted that the project, funded by the Department of Rural and Community Development through the Town and Village Renewal Scheme, aims to bring the property out of vacancy and provide the local community of Shinrone with a much-needed community space and childcare facility.

The design team, led by Kenny Lyons Associates Architects, have progressed the designs for the project with significant input from Shinrone Community Steering group and support from Offaly County Council Regeneration Section. The Part 8 Planning process was initiated on June 4th 2025. The project is now undergoing a public display, observation and submission period, following which, it will be presented to Offaly County Council for approval.

Offaly County Council Regeneration Section presented draft designs to the Members of Birr Municipal District in February 2025. The proposed development includes a flexible community space and childcare facility along with a new vehicular in-out system to the site and additional parking spaces. The proposals will improve access for all to the facility and bring the existing vacant property up to current energy standards.

On behalf of Shinrone Steering group, Joe Cleary said “I welcome the plans from Offaly County Council to restore a lovely building that played an important role in the life of the community of Shinrone. It will be wonderful to have it put to use again”.

Cllr Peter Ormond, Cathaoirleach of Birr Municipal District, welcomed the news that the Part 8 Process is commencing. “The proposed development has been designed with sustainability and accessibility in mind, and it is expected to significantly enhance the local area while creating a building that reflects the values and aspirations of the community.” He thanked the local committee for their continued collaboration on the project.

The Town Regeneration Officer, Olwen Cummins, highlighted the importance of community involvement, stating, "this project demonstrates how strategic investment can address local needs while revitalising vacant buildings for future generations."

She continued “the project has entered the Part 8 planning process, allowing public and statutory bodies an opportunity to review and provide feedback on the designs”. She also thanked the community at large for their continued patience and support for the project.

Offaly County Council remain committed to delivering a high-quality, sustainable development that addresses the issue of vacancy across the county while also benefiting local communities, including those of Shinrone.
