Expansion of CLÁR programme bringing new opportunities for rural communities in Offaly

FINE Gael TD for Offaly, John Clendennen, has welcomed the expansion of eligible areas under the Government’s CLÁR programme, which will see additional communities in Offaly now able to access vital rural development funding.

The expansion follows a comprehensive review of CLÁR eligibility, a commitment included in the 2025 Programme for Government, aimed at ensuring that rural communities experiencing population decline and service challenges can benefit from targeted investment.

Under the revised eligibility map, a number of additional electoral divisions across Offaly will now qualify for CLÁR supports, including areas such as Daingean, Ferbane, Kilcormac, Shinrone, Raheenakeeran (Walsh Island) and Cullenwaine (Moneygall).

Deputy Clendennen said the expansion will allow more communities across the county to access funding for vital local projects that improve quality of life in rural areas.

This expansion of CLÁR eligibility is very welcome for Offaly. It means more communities will now be able to apply for funding for essential local infrastructure such as playgrounds, community facilities, sports amenities and safety improvements.

CLÁR has delivered real and visible improvements for rural communities across Offaly in recent years. We have seen funding support a wide range of local projects, from a playground at Dromakeenan to the community centre in Clonfanlough and astro-turf pitches in Roscomroe and Kilclonfert, as well as community hall in Shannonbridge.”

Deputy Clendennen said that the programme has become an important funding stream for rural towns and villages across the county.

CLÁR has supported many projects across the county, projects that may appear small individually, but collectively they make a huge difference to rural life.

By expanding the eligible areas, the Government is recognising the needs of more rural communities and ensuring they have the opportunity to access funding that can make a tangible difference locally.”

Deputy Clendennen encouraged community groups, local organisations and Offaly County Council to engage with the 2026 programme now launched.

There is a strong track record in Offaly of communities working together to deliver successful CLÁR projects. I would encourage groups across these newly eligible areas to begin considering projects now so that they are ready to apply when the next round of funding opens.

Ensuring that rural areas have access to the infrastructure and amenities they need is key to sustaining communities, supporting families and ensuring balanced regional development across counties like Offaly.”
